There are two types of deployments here, one is Single-Tenant and other is Multi-Tenant deployment. In a Multi-Tenant deployment you can add multiple tenants for each organization where each Tenant has its own configuration settings.
Click on the 'vsphere.local' to open the tenant configuration window.
Click on the Identity Stores to add the AD server with required information. Make sure to 'Test Connection' before apply.
Next, click on Administrators to add the Users & Group.
Add the appropriate Tenant and Infrastructure Administrators here.
Once the Users & Groups are added, log out and log back in using the Users account you just added above.
You need to login to the vCAC Service portal using the vCenter SSO credentials (administrator@vsphere.local).

Now, Goto Tenants and click on green '+' sign to add new Tenant, if you need to, else you should see the default vSphere tenant already added there.
