1. Login to the Windows template server where you want to deploy the vRA agent. Open the vRA appliance webpage and click on the IaaS Install tab.
Click and download the desired version x32 or x64 of Windows agent under 'Provisioning Utilities'.
2. Save the file in as it is state. Avoid doing 'Save as' as it might give some issues (you may not see the unblock button at all).
3. Once downloaded right click on the file and click on 'Unblock' to make the package available un-encrypted. This is very important.
4. And extract the zip package to C:\ and login to the command prompt as administrator. Goto to the extracted folder in command prompt.
5. Run the command as shown below to install the agent service.
WinService.exe -i -h <iaas server fqdn> -p ssl
6. Once installed goto Services.msc to verify the service is installed there. Start the service if it is stopped.
7. Once this is complete shut down the VM and convert it to template to use as Clone deployment mode. You can also take snapshot of it if you desire to use Linked Clone mode in vRA Blueprint.
